Your guppies are probably breeding, but the tetras and especially the shrimp are eating them. Put the guppies in their own tank with plenty of surface plant cover.

They are breeding, of that you can be sure. If guppies do nothing else they will breed. The problem you are having is that the fish in the tank ( including the guppies) are eating the babies as soon as they are born. If you want to save the babies you should get another tank to move pregnant females guppies into until they have the babies.
I would recommend you reduce the lighting to about 10-12 hours a day. Other than that is sounds like you are off to a great start. Feel free to write if I can help.

I don’t know a whole lot about keeping freshwater, as I am a saltwater enthuiast.
It looks like your doing good!
The only thing I can advise is your day/night cycle. No where in the whole world do they have constant 14 hours of sunlight. I was going to give my clownfish 14 hours but I read an article where they say too much “day” is bad. Most fish like the nighttime because they have a chance to forage and to sleep, which is most important. Personally, I leave my lights on for 10-11 hours each day.
As for the breeding: Who wants babies? Were you planning on selling them? As I said, I am not a freshwater expert, but babies are work! Do you want to spend all of your time raising them when you can only get 50 cents for the babies?
I dunno. Fresh is not my style. I guess I don’t see the need to have more fish in a tank just because. Your tank seems pretty cool how it is.

Ok 2 things. 1 Try to reduce the daily amount of lighting. and 2 You could have gotten a bad batch of males. It is possible to get a batch of sterile fish. Try buying a few more males and see if that helps any.
Oh you also may want to have your water tested at a pet store. It could be something in the water.

If I were you, and I did, start a devoted 10 gallon breeding tank just for the guppies and place thick floating or bottom cover for the fry to hide when dropped. I have java moss and float anacharis for them to hide. I now have 3 guppy tanks and counting. Good Luck..><>

You need buy about 6 more females and they sould breed and when they do or before they do buy a breeders net for the fry.
