Here is my plan for my 30 gallon aquarium. Tell me what you think. Any suggestions?

Ok, so here is what I am thinking of. I have a 30 gallon 30x12x18 tank. I have a whisper 30-40 filter and a heater fit for a 35 gallon. I have a 90 watt bulb. I have 1 1/2 inches of gravel on the bottom of the tank (small gravel that is white brown and black). That is all the equipment that I have.
The decor that I was thinking of adding goes as followed: a 12 inch long by 6 inches wide, piece of driftwood as the centerpiece with an Anubias Coffeefolia growing out of the side. In front of the driftwood i was going to plant a red tiger lotus with an Anubias Coffeefolia on both sides. Then I was going to plant an Amazon sword around the filter and one around the heater. Then behind the piece of driftwood I was going to plant 3 Cobomba green. I was going to plant one red melon sword in the front left and one in the front right. Then I was going to plant micro sword along the front of the tank. Any suggestions? Would it be benificial to add an airstone or c02?
Here are the fish that I am going to put in the tank. 5 glolite tetras (fish that get 1.5 inches long), 6 harlequin rasboas (fish that get 1.5 long), 5 cardinal tetras (fish that get 1.25 inches long) and 3 ottos. Then, I was going to add 3 red cherry shrimp after six months of having all the fish in the tank.
I was going to feed them TetraMin tropical flakes every day, freeze dried bloodworms twice a week, and brine shrimp twice a week. I was going to feed the fish a little bit twice a day.
Is there anything that you know I should add to the tank? By the way, the pH is 7.2, and the water is cycled. Any new equipment?
Thanks a million for your time.
PS I have been a successful fish owner and breeder for 11 years, I just have never created a tank like this one.

The decor that I was thinking of adding goes as followed: a 12 inch long by 6 inches wide, two sided dome as the centerpiece with some java moss on the top. In the middle of the dome, I was thinking of planting Anubias nana (live plant that only grows 6 inches tall and wide). Then I was going to plant 3 Alternanthera reineckii (live plant that gets 20 inches tall, good back round plant) behind the dome. Then, around the filter and heater media, I was going to plant one Anubias lanceolata around both. I was going to plant one Anubias lanceolata on a piece of driftwood to the left and right of the centerpiece. That is pretty much what I am going to plant in my aquarium.
Here are the fish that I am going to put in the tank. 6 glolite tetras (fish that get 1.5 inches long), 7 harlequin rasboas (fish that get 1.5 long), 3 yoyo loaches, and 2 ottos. Then, I was going to add 3 amano shrimp after six months of having all the fish in the tank. Are there any good loaches that you know of that get small that I can keep in my tank?

Green Spotted Puffer Fish?

I have 3 Green Spotted Puffer fish in a 30 gallon aquarium. Who else owns this type of fish? Do you have any other fish in the same tank? I had some bumble bee gobies, but they were eaten about a month later. It seems like they will eat just about any other kind of brackish fish out there. I feed them brine shrimp, guppies, and worms from outside, along with snails. What do you feed yours and do you grow your own snails? How? Any other cool information you would like to share about them?
