IS LIGHTING REQUIRED FOR THE WHOLE TIME?

I recently purchased the T5 lighting system for better light quality and to help my live plants to thrive. This was successful however, I now have an overgrowth of algae growing on both my live and fake plants.
I tried buying a couple more algae eaters but they don’t seem to wanna eat anything but brine shrimp?????
What can I do to stop/control this?
Also, can anybody recomend a filter for a 30 gallon tank that filters both from the top of the water as well as from under the gravel?
I already have 3 snails, 1 very large sucker fish and 2 algae eaters.
